Yes. Attribute-driven effectivity is far more robust, flexible, and scalable than anything you can implement with conditional text. However, out of the box, FrameMaker does not give you everything you need to make it work. You need to a look at a third-party tool like FrameSLT or look at implementing a solution based on FrameScript or an FDK client.
