They aren't requirements a tech writer in any industry I've ever worked
in would "normally be expected to have," but they sound perfectly
reasonable for one expected to document products in an industry that
used them.

You don't mention where you are. $20 an hour would definitely be
low here for a writer with those skills...but not for a programmer
(the market for programmers here really is that bad).
