I think I've made this point before in similar threads and in threads
discussing the STC.

Any organisation or body that aspires to represent the entire field of
technical communication should strive not to define an "industry" or
"profession" but to unify and unite similar skills between the multitude
of industry and professional organisations.

They should strive to identify the "writer" requirements of all the
various industry orgs and certification boards. Strive to eliminate
duplication of effort and cross pollinate ideas and practices. Where
duplication cannot be eliminated, push to have equivalencies recognised
between industry groups.

So, you could then get some kind of "communicators" certification with the
IEEE, for example, and when wishing to change fields have one TechComm
resource you could go to that could direct you to the correct
organisations and provide the equivalencies so that you could identify any
gaps you needed to fill and then confidently place yourself in the new
field.

The TechComm organisation should manage and coordinate. There is more than
enough work to accomplish there to leave the niggly details to more
specialised groups.

Then, those that are really rabid about exacting certification in their
industries can concentrate their efforts where they are applicable in
their industry organisation. Perhaps writers that cannot be classified
into an existing organisation could be served by the central TechComm org
by SIGs.
