This would work for this particular document, but not in general.
These are release notes for a product that receives regular updates,
at least once a month. The format is standardized ("What's New",
"Changes to Configuration", etc.) to facilitate upgrade and
installation. The problem with page numbers is that a RN may only be 2
pages long--there is always a title page, then one page for the rest.
Because of that, a general approach to naming via section names seems
the only real option.
