How about a shortcut to a batch job that invokes IE to open the URL?

Even better:

1. On the desktop, right click and select New, Shortcut.

2. For the location of the item, type this (all on one line):

"C:\Program Files\Internet Explorer\IEXPLORE.EXE"

3. Click Next.

4. For the name, type whatever you want to see as the shortcut label.

5. Click Finish.

You get the IE icon for free.
