I believe he meant that the *fact* of someone being unable to find work as
a hardware writer in Iowa, where such jobs might be few and far between at
the best of times, might have a different significance to people evaluating
the state of the tech writing "industry" than the *fact* of someone being
unable to find work as a hardware writer in Silicon Valley, where such jobs
should be much easier to find.
That's how *I* interpreted it, anyway...and his other examples likewise.
