Are you looking for distance learning programs or on-site ones? Also,
"the best college/university in the world" is arguable and relative;
the best school may depend on where you plan to work.

FWIW, I recently completed a graduate-level certificate program at the
University of Washington in Seattle, Washington. The program was a
subset of their master's in tech comm program. The courses were
challenging, thought-provoking, and extremely valuable.
