If you don't have a printer, the question is academic.

The same printer that is used for the document can be used as well to
pre-print the watermark.

Most business-class printers have a second paper tray--often unused.
Having such a tray does not constitute a "multifunction" printer.
Normally, that term is used for a machine that is a printer that also
may be a fax, copier, and/or scanner.
