I agree that people speak this way, but actually there is no vocal
difference between "click the file menu, then select open" and "click the
file menu; then select open." In other words, we don't vocalize the
difference between a comma and a semicolon when we talk. However, I take
your point to mean that they write that way. In that case, fine, it's the
old prescriptive vs. descriptive argument. I've never understood why "then"
cannot be a coordinating conjunction anyway.
