Thanks for the replies. What you guys have said does make a lot of sense;
and I'm sure that in most cases the industry standards being referred to
are more "industry" specific than "tech writing" specific. It's all clear
as mud now!

As far as technical writing is concerned, I think each company would most
likely have their own standards. Like you mentioned: Word, FrameMaker,
XML, Chicago Manual of Style, Microsoft Manual of Style etc.
