One thing that confuses me about the sentence is the triple compound
verb. That's unusual -- unless it was a typo? Were "implements" and
"holds" and "leverages" all three verbs for the subject "he" or did the
writer intend that "activities" "foster" and "leverage"?

But that said, I parsed "implements knowledge base technology" fairly
easily. It's fairly vague, however.

But it was the rest of the sentence that REALLY slid into confusion for
me. "Holds activities" was vague... is he leading the activities?
Funding them? Organizing them? What sort of activities? Games?
Meetings? Exercises?

"Leverages" is kind of buzz-word. If "he leverages the knowledge within
and outside the organization" than what does this tell me about him? He
is using knowledge all over the place!

Maybe this is more understandable in context, but I feel the author is
either a) trying to tell me something but not doing it very well or b)
obfuscating with the best of them.
