With the exception of those areas in which some sort of certification
is required to practice, what Dick refers to is exactly how
certifications are treated today, in my experience. I find nothing
particularly startling or new in that.

It may, however, be "new" in the minds of some tech writers who
contemplate certifications as being something they rarely are in
practice.
