I don't know about "a panel of experts," but offhand I would rate
my own hands-on writing/tool skills (not counting things like data
research and project management) as 7 at best. 12 years as a manager has resulted in an inevitable erosion of my individual contributor skills, and I definitely feel the pain whenever I need to step in and take on the everyday nuts and bolts of moving a
document from draft to release. I can usually make up for this
by being able to spend less time spinning my wheels on project
management issues than most individual contributor writers I know, but that doesn't change my opinion that the most junior
person on this list (whoever that might be) could most likely run rings around me in a FrameMaker/Illustrator/HTML/helptool race.
