RE: Paragraph numbering - industry standard?

Is it possible that numbers work better for some
people, where headings are more effective for others? 
And not just because that's what one is used to?  I
much prefer headings that *mean* something, and
numbers clearly do not. However, there may well be
people who relate better to numbers than me. For
example, such people may easily remember that 4000 is
the technical specification section of the document,
that the 4300s contain the engine specs, etc.  

In addtion, I can see their value in very large,
complex documents.

Finally, as Eric said, it's not either/or. If
paragraph numbering makes sense for a given document,
then you use it, preferably in conjunction with good
writing and meaningful headings.
