It was late and I was tired and imprecise -- sorry. I was thinking in terms
of ISO as a possible vehicle, I think.

When I was looking over the Project 11 information, it occurred to me that
perhaps there was a possibility of getting institutional support for
establishing standards of some sort--probably a wild-and-crazy idea that I
should have censored on the spot.
