I've used both RoboHelp and WebWorks Publisher for Word. Both can be used to develop a good help system and both have their own problems. If you are already using MS Word as your primary document development tool, then WebWorks for Word might be your answer. I'm not as familiar with Doc-to-Help or AuthorIT, but they also seem to be likely options. MadCap is getting a lot of "word-time" on this list, but they haven't produced a beta version yet, so it really isn't a viable option. Since you haven't started the project and Macromedia seems to enjoy keeping everyone wondering if RoboHelp is to live or die, I'd scratch it off your list.
