Well, those tools do provide integrated solutions for XML
authoring, editing, reviewing, and publishing. But to deal
with Devdra's requirment for managing content and the
ability to "pick and choose from the available information"
in an effective way will require the XML authoring system
to be integrated with a similarly expensive XML content
management system (CMS).

Among the leading names for XML CM systems are:
Astoria Software
SiberLogic
Vasont
Idiom Technology (their WorldServer system)

Given Devdra's requirement for multi-language support, the
last two of these systems probably deserve special attention,
since they are specifically designed to handle translated
versions of the information objects they manage.

Well, there are such tools. They just cost lots of money :-)
