In Acrobat, you can use the Options menu in the Pages panel to reset Acrobat's page numbering to match document page numbering, and the TOC page numbering.

In the examples being discussed, you can set the front matter to begin on page i, and the content to begin on page 1. In a ten-page PDF, the page numbers in the status bar can indicate (1 of 10) for the "cover", (2 of 10) for the inside cover, i (3 of 10) for the first of 2 front matter pages, 1 (5 of 10) for the first content page, etc.

Retaining a cover in the PDF is helpful for those who choose to print the document.
