Thanks to everyone who replied, especially since I didn't make it clear I
was using FM, or that what I really need to do is use conditional text and
graphics in source files from one manual to create a second manual.
In case it helps anyone else, the solution that works best for me was
suggested by Fred Ritter, and the key is:

need to conditionalize a master page graphic, it needs to be
contained in an ancored frame so that it is connected to a
text paragraph. And that means that you need to use a
background text frame so that you can insert the graphic
in an anchored frame in a paragraph. <<

I think I'd do it with a dedicated paragraph tag that called a
referenced frame containing the graphic from a reference page, not a
master page. If the tag was shown in your block of conditional text,
it would pull the graphic; if it was hidden, the graphic wouldn't be
called.
If for some reason you had to use the master page strategy, you could do
that
by creating a new master page that was called by a particular tag that was
only
used in the one conditional version.
Or manually set an override tag in the body text to call the new
master with the
special graphic (which would simply be in a graphic frame on the new master
page) when I was setting up the conditional file/book.
