Another point in the "pro" column.
A limited amount of information can be conveyed in a file name, and a
lot of time can be lost, as the resource grows, opening and closing "the
wrong file".
A web page can use links within descriptive (and possibly prescriptive)
explanations, so that new writers (or writers who don't need a resource
very often) can quickly scan the page and identify just the right
document to open.
That adds to the resource's long-term value, too, since one doesn't have
to guess what a historical document was intended to do or who it was
intended for.
