Check out your page setup options (in Word 2003: File > Page Setup, Layout
tab). Look at Section Start -- does it say Odd Page
perhaps?

What happens if you delete the break at the bottom of the title page? If doing that causes the contents to start on the bottom of the title page, try inserting a break again; but this time choose either a simple Page Break or, if you must choose a Section break, select Next Page rather than Odd Page.
