Brian,

Here are a couple of ways to locate the source of your problem.

Insert some text or paragraph breaks into the title page to make your
tittle page content flow onto the next page.

If your TOC page remains on the right hand page (doesn't skip to the
next page), you have a "begin section on odd page" setting.

Note: This is a standard setting for most books, and you may want to
consider leaving it just like that unless your target audience
typically prints out one-sided output.

If your TOC skips over to the next page (now an even page):

You may have two consecutive page breaks.

or

You may have a page break followed by a heading style that includes a
page break before (you'll find this under paragraph formats on the
line and page breaks property sheet),

or

As Susan suggested, you may have serial "keep with next" specifications.
(you'll find this under paragraph formats on the line and page breaks
property sheet),
