Who told you that WWHelp uses ActiveX? It uses Java or JavaScript
(your choice). It wouldn't be cross-browser-friendly if it used
ActiveX.

User settings will always be an issue with regard to online content,
but if they choose to trust Java and to execute the scripts, they're
all set. But I have my machine set to medium security and WWHelp runs
just fine. Can you elaborate on how it's not working under the
scenario you described? Can you include the text from any popups or
warnings? That will help diagnose the issue.
