Hi, Jennifer,
I prefer the little hand icon cursor that indicates a selection to be
made, in combination with the highlighted button/link/tab. It draws the
eye immediately because of the highlighting and feeds into the already
learned responses an experienced computer user already has. (The hand
icon means "select".) Less thinking means faster absorption of
information and quicker back to work.
