Chris -
You're going to run into the same issues, whether you use FrameMaker
and WebWorks or continue using Word and RoboHelp.
What you are going to need is style sheet, with the styles consistently
applied to paragraphs.
The big disadvantage to Word is that you don't have to do this to produce
a document that prints as though it has style behind it. FrameMaker is
more precise about this.

If I were you, I would probably get more out of doing some research into
styles and style sheets.
