Here's a method to do this:

Toolbar for Custom Shading of Table Cells
Objective
To quickly apply custom shading colors to cells in tables.
Note: This procedure applies only to table cells. You will receive an error if you attempt to use the created toolbar on text outside of tables.
Procedure
This procedure comprises the following sub-procedures:
* Creating a Shade Macro
* Creating a Custom Color Toolbar
* Adding a Colored Button to the Toolbar
Creating a Shade Macro
1. Open a new Word document.
2. Insert a table with five columns and four rows.
Note: This table size will create nicely-sized buttons for your toolbar!
3. Click anywhere inside the table.
4. Click Tools, Macro, Record New Macro.
5. Enter an appropriate Macro name.
6. Assign your macro to Toolbars.
The Customize window appears.
7. Click OK.
8. Store your macro in All Documents (Normal.dot).
9. Click OK.
The recording of the macro has begun.
10. Perform the following steps in order:
* Click Table, Select, Cell.
* Click Format, Borders and Shading, Shading.
* Click More Colors, Custom.
* Select RGB as your Color model.
* Tab to Red and enter the appropriate value.
* Tab to Green and enter the appropriate value.
* Tab to Blue and enter the appropriate value.
* Click OK.
* Click Stop Recording on the Macro toolbar.
Creating a Custom Color Toolbar
1. Click Tools, Customize, Toolbars.
2. Click New.
3. Enter an appropriate Toolbar name.
4. Make your toolbar available to Normal.dot.
5. Click OK.
6. Move your new toolbar to your chosen onscreen location.
7. Right-click on the new toolbar.
8. Click Customize, Commands.
9. Select Macros from the Categories list.
10. Click and drag your macro from the Commands list to your new toolbar.
A button will be added with your macro name.
Adding a Colored Button to the Toolbar
1. Try your new macro!!! Select four rows of the table you inserted.
2. Click the button on your new toolbar.
The rows should be shaded in the custom color you established.
3. Click Edit, Copy.
4. Right-click on the new toolbar.
5. Click Customize.
6. Right-click on the button.
7. Click Paste Button Image.
8. Right-click on the button.
9. Click Default Style.
A block of color appears in your toolbar.
