The problem is related to the bookmark data generated by FrameMaker; there is no way to adjust this in FrameMaker or in Acrobat.

My add-on, FrameMaker-to-Acrobat TimeSavers, has many bookmark-related functions -- including one that lets you indicate the bookmark language. It adjusts the characters automatically based on the specified language, as part of the distilling process.

Note: This function relies on the output produced by FrameMaker (a unique value for each unique character is required).
With some languages, and depending on the encoding of the fonts being used, FrameMaker may write the same value for 2-3 pairs of different characters -- in which case, manual editing of the incorrect character is still required at the .pdf level.
As far as I know, this problem does not apply to Polish (A sample .ps file as produced on your system with your specific fonts can be distilled to test this).
