I'm not quite sure what the Web has to do with it? I wouldn't use them differently in a printed book vs a PDF published online vs embedded help, and I don't imagine most other writers would (though I could certainly be wrong). As for specifics of how to apply them, pick a style guide and go with it (we're moving to MMoS on my current contract).
IME, regardless of context, people who work with text for a living are the only ones who care about these things. :-) Most others have only the foggiest idea of the differences among the three marks, and will use any old horizontal line wherever they like.
