My first reaction is to suggest checking the paragraph settings of any
headings and/or paragraphs that follow this "break."
If the next item is a heading, look at the "Keep with next" check box
under the Line and Page Breaks tab on the Paragraph Dialog box (Format,
Paragraph from your Word menu).
If the item is a paragraph, look at the "Keep Lines Together" check box
and the "Keep with next" check box. These boxes can be nice to avoid
having goofy looking "straggler" text of 2 or 3 lines at the top of the
next page, but it does screw up spacing at the bottom of the previous
page like you're experiencing.
