I can only answer your second question:

2. HTML Help

I've read that HTML Help is NOT a good format for help that runs off the
Web. Do you agree? Any good/bad experiences using HTML Help as part of
a Web-based application?


I don't think you can view HTMLHelp on Mac OS, whereas WebHelp can be viewed with common Macintosh browsers like Safari and Opera.
