I agree with Pamela, I would incorporate it into your hourly rate. In the past when I have accepted contracts, I take the drive into account when I state my salary requirement. Luckily, I just (Merry Christmas to me) became a "permanent" technical writer for the company where I have been working as a contract tech writer, which is a mile from my house! WOOHOO!!!

My suggestion would be to incorporate the cost of the driving time in your hourly rate, and not bill for driving time.

During my stint as a contracter this year I had some conversations with an acquaintance, a freelance graphic designer. He was horrified by the fact that I didn't bill for driving time. My reasoning was that so many companies seem to take it for granted that they have every right to insist on full-time office presence, if I tried to bill for driving time (living an hour+ outside the city, at that) I would never have any work.
