Wow! Thanks for all the comments and suggestions! Here is my solution:

Proof of Concept (POC) based on one mid-sized use case
- develop online help and other end-user documentation for one Use Case
- keep a daily blog
- include notes on time required for each task
- add summary of blog to weekly status report
- report status of POC to PMs in weekly meetings
- at end of POC ( to last approximately 1 month), count remaining use cases and convert findings
into an estimated Level of Effort (LOE)

If I come up with an estimate for more than one FTE tech writer then I will be looking for help -
(could be a problem in Omaha).
