*Classic* passive-aggressive office politics play. The Purchasing
weasel is trying to distract attention from the fact that she isn't
doing her freaking job by attempting to transform herself into a
victim. Sadly, this (and things like it) work all too often. Hope
your boss isn't in hot water with the HR folks.

I'm all for being nice to people as a default, and for people feeling
good about themselves in the workplace, but an environment in which
it's impossible to harshly criticize nonperformance becomes a safe
haven for same.

The next time you need something from Purchasing, be even *more*
aggressive, and make sure you've got your manager's backing. It's sad
that you have to do this, but sometimes, especially in conditions
where you're dealing with someone this dysfunctional, you need to make
yourself so disagreeable to deal with that they'll give you what you
need just so you'll go away.
