In this case the "problem" for the management (not the dining
customer) was that both interpretations were grammatically
correct, and in the face of a customer insisting on the one that
produced the extra drink their choice was to provide it or risk the prospect of some sort of consumer complaint. My guess is that a series of instances like the one described in a number of dining establishments is why most menus now are worded to specifically state your interpretation, i.e., "and your choice
of one of the following..."

I read the sentence as coffee or tea or juice....your choice of one from the three. If she frequently ended up with an extra drink, then the problem was with her and not the sentence.
