Based on Lori's description of the situation, I would say
it is almost a certainty that the site administrator will feel
that something she regarded as her territory has been
taken from her. If she was aware that the company was
hiring a new person who was an experienced document
developer it shouldn't come as a surprise, but if it does
and is an unpleasant one, the managers' job is to ensure that it is presented as resulting from their planning and not
from any action initiated by Lori.

the environment, of course. In some environments and
with some people, this might be the best way. In
others, the site administrator might feel blindsided
