In some shops, SMEs and CPs can be different. The CP might be a developer who writes a spec or draft and hands off to the Tech Writer, while the SME is available to be interviewed and to review/correct the drafts produced by the TW. The CP may have drafted something 2 years ago that is just now coming into the hands of a TW for publication -- and that CP may even no longer be available. Thus, another SME must be made available for review duties.
