I have several friends in the recruiting business, and I can tell you
the frustration is felt on their end as well.

You're right that most use automated fishing word-search tools for
quick-scanning of resumes. The just get blind contacts from what was
hit on in the resume. Another issue is that they get such fuzzy
requirements from hiring managers, that they are left to their own
devices to figure out how to fill those requirements. The recruiter may
not have a clue as to what software is involved in being a Technical
Editor, for example, but they've been told to ask for a certain skill
set with no backing data.

It IS very frustrating, but I think it would be rude to go further than
the "thank you, but no thank you" route. They're just doing their job,
and frankly, it hasn't cost you anything except the time to read the
email. That's worth not burning a bridge over.
