Annotating HTML files or PDF docs

Does anyone know of a way to annotate an HTML file so that when the reader mouses over designated spots in a browser window something akin to virtual stickies appear? I'm thinking of what can be done in an Excel spreadsheet or what I see when I mouse over a linked headline on my.yahoo.com.

How about in a PDF?

Apologies if this issue has been discussed elsewhere on the list.
