Although it sounds like it's an internal communications policy
problem, there is one thing that you can do.

Put the latest news on the log-in screen. Or, put it on the screen
that shows up right after they log in. That way, they don't have to
click anywhere else. It's right there.

I'm surprised the system maintainers just don't send back curt emails
that say, "read the news".
