A lot of good suggestions are being posted. Writing everything in tables is not a cost-effective manner of formatting. Having to clean up your code by writing a macro rather defeats the idea of using the initial tool. Using CSS is the best way, but it depends on the CSS being present, and not being deleted or overridden by the user.

HTML is not for the faint of heart, nor is it necessarily for someone who needs presentation control. There are a lot of caveats that go to producing any documentation, especially long, complex documentation in HTML.

Plan carefully. Experiment before you go into production, and standardize, standardize, standardize.
