I would prefer any of the following:

*Administration Manual
*Administrator's Manual
*Administrators' Manual

You might do better to think about *meaning* rather than
"acceptability". What does "Administrators Manual" really *mean*?

With the apostrophe, it's possessive: the manual is FOR, OF, or BY
administrators.

Without the apostrophe, the relation between the two words is not clear.
You simply have two nouns. Does "men shoe" mean anything to you? It
doesn't to me. Neither does "Administrators Manual."

By the way, I think you'll find your Google counts to be ambiguous at
best. In its hit counts, Google does not always distinguish between two
versions of the same keywords with differing punctuation. Then there's
the issue of the difference between usage count and "acceptability."

Your best course of action is to decide what you mean and then say it.
