AFAIK, you can suggest but not force this behavior. For example, you can
insert a comment on top of a graphic, so that the comment text appears
whenever a user mouses* over it... *unless* the user has disabled
View|Markup.

To increase the chances of your comments being read, you could also put
in an AutoOpen macro that opens a message box urging the user to enable
markup view... *unless* the user has disabled macros. You get the idea.
