Growing tables in protected form

Most of my energy the last five years has been Web-related, and my Word
skills aren't what they used to be.

Is there a way in Word to allow a user to add rows to a table in a
protected form?

A client has a form with tables that tend to grow tremendously sometimes
in the number of rows of details required of the submitter.

When they discovered the static protected form was inadequate   - that
they couldn't put in enough table rows to cover every situation without
having people create pages of empty table rows - they simply decided to
unprotect the form and send it out as a Word doc.

They handle checkboxes by teaching end-users to right-click and choose
"checked" in the properties window.

In two years, they really haven't had a problem with people breaking
unprotected form. The ability of the end-user to grow the tables at will
is more important than the convenience of tabbing through a protected
form.

So, any magic? Has to remain a Word document.
