We (SiberLogic) offer functionality like this in SiberSafe, our CMS. It's
not quite free-form, more of "select the pieces of documentation you want
according to a manager/author-defined template" - so there's some control
for the author, and some flexibility for the sales engineer. We have a
FrameMaker integration, but the CMS is XML-based... it's hard to do what you
describe without underlying structure to the documentation. See

Totally agree. Think of your docs as programmer source code. Would anyone
give the person making the request your programming language software and
allow them to "customize" the output? I hope not. Your documentation is just
like their code: a product produced by your company by a professional.
Strive for a balance between "control" and "providing your co-workers what
they need to do their job."
