If I did have to move the tiff (not likely in my case), why not just group the tiff and the arrows, without the need for a transparent object?

There is a white box behind everything.

Doesn't matter. Superimpose a transparent object either on top of or
behind it, group them together, then attach the callout arrow to a
connector of that transparent object. Otherwise, what's going to
happen when you move the TIFF image?
