Depends on whether the target PDFs are stored locally or on a web server.

HTML links can point to a specific named destination in a PDF *when the PDF is stored on a web server*, eg http://www...../doc.pdf#dest ("dest" is a named destination present in the PDF).
It is also possible (even though not recommended with dynamic content) to point to a specific page by its number (http://www...../doc.pdf#page=123).

Opening a locally-stored PDF at a specific destination (with the free Adobe Reader, and other than through a link in another PDF) requires a plug-in (eg http://www.gutsche.org/GotoAcro or http://www.merlin-os.co.uk/products/nameitgo/index.html )
The plug-ins/add-ons supporting this functionality have to be installed in end-user workstations.
