In other words, when such calls are received, it's best to politely turn
down the recruiter without burning any bridges and even set the stage
for a better position should one come up.

I agree with John. I got a call just like this four years ago. When the
recruiter said how much (little) the job would pay, I thanked him
kindly
and told him to call me back when he could get one paying at least $___
per
hour.

A month later, he did. I took the job. I have never regretted it
since,
and love my job!
