It depends on where your friend falls in the tech background
and experience scale. If his background is "non-technical," i.e.,
English, journalism, "technical communications," etc. expect
to see offers as low as the 60's to the high 80's depending on
experience. For a writer with a specialized technical background
(life sciences degree for biotech/pharma, appropriate engineering
degree for other product types) expect from the low 90's to over
120k, again depending on experience. For tech pubs managers,
add 10-20% depending on the size of the group, number of
projects and budget managed.

Also, despite the tech downturn, salaries in SF continue to be
a bit lower than they are 50 miles south in silicon valley.

What's interesting is that even during the worst years of the
slump, salary ranges for direct employees really didn't change
all that much (though contractor rates plummeted). The big
change was in the number of opportunities available for the
"non-technical" technical writers.
