I'm not doing much contracting on the side these days, but I
tell anyone who asks that without at least a rudimentary spec
and either an alpha build or a copy of an existing, similar 
product I can't even provide a quote.

Of course, if you're a direct employee and you've just been 
handed such an assignment, you're already floating in the
creek without a paddle...
