Ok, I've taken a quick flip through the draft, and I don't even agree that these
are "requirements." What I'm seeing here is something that is midway between
being a Level 2 process document and a Level 3 work instruction document.
And at 129 pages, it's more than twice the size of my department's Level 3
instruction document (which includes a copy of our style guide as well as the
actual work instructions).

I'll start in on the comments template, but for now all I can say is...OMG.

That having been said, I also feel that some of the proposed "requirements" are more stringent than need be.

By all means, provide feedback before the deadline.
